Show full summary
- District residents and local government: The BZA would be a five-member board, all required to live in D.C., with members appointed by the Mayor and approved by the Council. This increases local appointment control over zoning decisions.
- Foreign missions and federal officials: When an application involves the location, expansion, or replacement of a chancery, specified federal officials would sit in place of one Mayor-appointed member. The statute names, in order, the Secretary of Defense, Secretary of the Interior, Administrator of General Services, Director of the National Park Service (as designated by the President), and the Executive Director of the National Capital Planning Commission for that role.
- Timing: The amendments would take effect after a 90-day period following enactment.

Changes to DC zoning appeals board
This bill would change who serves on DC’s Board of Zoning Adjustment. The Board would have five members, all DC residents, appointed by the Mayor and approved by the Council. When a foreign mission seeks to locate, expand, or replace a chancery, two seats would change. The President would name one federal official (Defense, Interior, GSA, or National Park Service) to serve, and the National Capital Planning Commission’s Executive Director would also serve, in place of two Mayor appointees. These changes would take effect 90 days after enactment.
