New limits on D.C. sister-city ties

If enacted, the District of Columbia would be barred from starting new sister-city ties with places in countries defined as foreign adversaries under federal law (10 U.S.C. 4872(f)(2)). Any existing ties with those places would have to end by the earlier of the agreement’s own end date or 180 days after enactment. The District would not be able to use federal funds for diplomatic liaison or outreach unless it certifies to the President that it follows this Act. These rules would start upon enactment and mainly affect the D.C. government and local sister-city and diplomatic groups.
