Expanding veteran education benefits to cover credit‑earning exams and assessments. This bill would let people entitled to veterans educational assistance use those benefits to pay for certain exams and assessments that can earn college credit, but only for approved programs of education.

  • Veterans and other eligible individuals under chapters 30, 32, 33, 34, 35 of title 38 (or other laws providing educational assistance) could use benefits to pay for DSST, CLEP, the National Career Readiness Certificate, similar exams the Secretary of Veterans Affairs specifies, and portfolio assessments by colleges.
  • Payments for each exam or assessment would be limited to the lesser of the exam charge or $500.
  • The bill would reduce a person’s entitlement based on the capped exam cost divided by their monthly educational assistance rate, and it would not change benefits administered by the Secretary of Defense, including Department of Defense Tuition Assistance.

Use VA education benefits for exams

If you are entitled to VA education benefits, you can use them to pay for certain credit-earning exams and assessments. Covered tests include DSST, CLEP, the National Career Readiness Certificate, other VA‑designated tests, and school portfolio or military-training assessments. VA will pay up to the exam charge or $500, whichever is less, for each exam or assessment. The months of your VA education entitlement charged equals that capped cost divided by your monthly VA education rate. Charging this benefit to VA does not change your Department of Defense education assistance like DoD Tuition Assistance. This change is effective upon enactment.
