Yearly review of foreign drug pricing

This bill would require USTR to make a yearly list of high-income countries using World Bank data. Each year, USTR would report on each country’s drug pricing and trade rules for the prior fiscal year. The report would go to House Ways and Means and Senate Finance and be posted online. If USTR finds a problem, it would have 30 days to send Congress a response plan, which could include a Trade Act investigation.

New negotiator for U.S. drug makers

This bill would create a Chief Pharmaceutical Trade Negotiator at the U.S. Trade Representative. The Chief would negotiate and enforce trade rules for U.S. drug makers. The Chief would act against high-income countries whose policies block fair market access. The Chief would also advocate for U.S. manufacturers and consumers and coordinate with the intellectual property negotiator. The role would start upon enactment.
