Summary

Streamlined NEPA review for certain HUD housing assistance. This bill would treat some HUD-administered aid as funds for a “special project” under section 305(c) of the Multifamily Housing Property Disposition Reform Act of 1994 so environmental review, decisions, and actions can be consolidated under the National Environmental Policy Act.

Streamlined environmental reviews for HUD housing

If enacted, HUD would be able to label some HUD-assisted projects as special projects for environmental review. That would allow one, streamlined review and decision process under the National Environmental Policy Act (NEPA) and related laws. This would not apply when another law already sets a specific NEPA process for that assistance. Federally recognized Indian Tribes would be allowed to take on these NEPA review duties, like states and local governments can. This could reduce delays for some HUD-assisted housing and community projects.
