Finalize E15 fuel labeling and lock in underground storage tank compatibility rules. • Fuel station owners and operators: Many existing underground storage tank systems would be treated as compatible with up to 15 percent ethanol even if installation or compatibility paperwork cannot be found. Steel and fiberglass tanks manufactured after July 2005 and all fiberglass reinforced plastic piping are specified as compatible.
  • Owners who can demonstrate that parts such as gaskets or seals are compatible with up to 15 percent ethanol would not be forced to replace other equipment to achieve full system compatibility.
  • Future installers and equipment makers: Any piping, sealants, or components installed or replaced after the rule's effective date would need to be compatible with blends up to 100 percent ethanol.

E15 labels and tank rules for stations

This bill would require EPA to finalize the earlier E15 labeling and tank rule within 90 days of enactment. Existing underground fuel systems for on-road vehicles would be treated as compliant with up to 15% ethanol even without old paperwork. Steel or fiberglass tanks made after July 2005 and all fiberglass reinforced plastic piping would count as E15-compatible. If owners show certain parts, like gaskets or seals, work with E15, they would not need to replace other equipment. EPA would finalize the first co-proposal on E15 pump labels. After the rule takes effect, any tank or part installed or replaced would need to handle up to 100% ethanol, including sealants. This could expand E15 access but may raise future equipment costs.
