Summary

This bill would broaden eligibility for USDA direct farm real estate loans by lowering required experience thresholds. It cuts several time-based experience rules under the Consolidated Farm and Rural Development Act. One provision replaces a 3-year test with 1 or 2 years and shortens a 1-year test to 6 months. Another provision replaces a separate 3-year test with 1 year. The Agriculture Secretary would keep discretion to define what counts as "substantially participating" and what education or experience qualifies.

Easier loan access for new farmers

If enacted, this bill would make it easier for new farmers and ranchers to get direct farm real estate loans. You would need at least 1 year of substantial participation in farm or ranch management, as the Secretary decides, or other acceptable education or experience for a period the Secretary sets. It would also shorten related time rules: a 1-year reference would drop to 6 months, and a 3-year reference would become 1 year. The Secretary would decide what counts as “substantially participating” and what education or experience qualifies. This would apply only to direct farm real estate loans.
