The bill would add a new eligible activity to the Housing and Community Development Act so metropolitan cities, urban counties, states, units of general local government, insular areas, and tribal entities that receive section 106 funds can use CDBG to construct new residential housing, with or without neighborhood nonprofits.
- Families and communities: Low- and moderate-income households could gain more locally funded housing options when CDBG dollars are used for new construction.
- Local governments and grant recipients: Cities, counties, states, insular areas, and tribal entities would have explicit authority to spend section 106 CDBG funds on building new housing, expanding how existing grants can be used.
- Nonprofits and partners: Neighborhood-based nonprofits and other public or private nonprofits can participate in or lead construction projects financed with CDBG.
