- Aquaculture businesses and families: Would have access to up to $15.0 million per year for aquaculture assistance in fiscal years 2026 through 2030, supporting research and program help.
- Research institutions and universities: Awards under this subtitle would follow the indirect-cost limit in Section 1462 and would not be subject to the limit in Section 1473, altering how overhead is recovered on these grants.
- Federal grant awards and program administration: The bill would apply the specified indirect-cost rule to awards made under the subtitle and add the new annual authorization for those awards.
