Credit Access and Inclusion Act of 2025

Sponsored By: Representative Rep. Kim, Young [R-CA-40]

Introduced

Summary

Adds full-file reporting of lease, utility, and telecommunications payment data to consumer credit reports. It would set limits on what usage or payment details can be reported, create a consumer opt-out in writing, and protect customers who meet approved payment plans.

Show full summary
  • Renters and families could have lease payment histories reported to consumer reporting agencies, including leases with HUD-subsidized occupancy.
  • Energy, utility, and telecommunications firms could furnish on-time and actual payment information and limited usage-related details to consumer reporting agencies, subject to defined reporting limits and a written consumer opt-out.
  • Consumers who meet an approved payment plan would not have outstanding balances reported as late. The bill would make the new subsection subject to existing Fair Credit Reporting Act liability and require a Government Accountability Office report within two years on consumer impacts and on how reporting cash flow data affects credit scores.

Credit reporting for rent and utilities

If enacted, landlords, HUD, utilities, and phone companies could report your rent and utility payments to credit bureaus. Only info tied to payments, deposits, discounts, or shutoff terms could be shared. You could opt out by sending a written request to the company. If you are on an energy utility payment plan and keep up with it, your balance would not be marked late. Companies that report this data would face Fair Credit Reporting Act liability for errors. These changes would start upon enactment.
