One-year study and staffing for broadband permits
If enacted, the Interior and Agriculture Secretaries would each study how to speed reviews for broadband permits on public and National Forest lands. They would look for administrative barriers, needed rule changes, and ways to prioritize reviews. They would send one joint report to Congress not later than 1 year after enactment. The report would include a staffing plan for Bureau of Land Management and Forest Service offices to ensure timely reviews.
Defines covered lands and permit scope
If enacted, the bill would set what permits the study covers. It would include easements, rights-of-way, leases, licenses, and similar permits from Interior or Agriculture to place or change communications facilities on public land or National Forest land. It would define which local offices count for staffing plans: Bureau of Land Management State, district, and field offices, and Forest Service regional, management, and ranger district offices. It would name who must act: the Interior Secretary and the Agriculture Secretary, acting through the Forest Service Chief. It would also list who gets the report: House Natural Resources, Agriculture, and Energy and Commerce; and Senate Commerce, Science, and Transportation, and Environment and Public Works.
