- Students and local workers: Improves access to apprenticeships, work-based learning, and short-term courses on farm business management, accounting, and finance.
- Community colleges and consortia: Eligible to compete for grants to buy equipment, fund faculty professional growth, and develop apprenticeships and other work-based learning. Funds may not be used for building alterations, repairs, renovations, or construction.
- Local agriculture operators: Grants give priority to programs that coordinate with local farms and agribusinesses to provide experiential training and student opportunities.
- Designated Centers of Agriculture Advancement: Selected colleges can be named centers to demonstrate best practices and lead regional or national capacity building.
- Federal oversight: The Department of Agriculture must evaluate program activities within three years and report results to the relevant agriculture and appropriations committees.
*Authorizes $20 million per year from 2026 through 2031 to carry out the program.*
