This bill would require reinstating NIH grants and awards that were suspended or terminated between January 20, 2025 and the date of enactment. It would also force quicker payments and add one extra year to the affected grants' budget periods unless the NIH Director finds fraud or financial mismanagement.

Restart NIH grants with fast payments
If enacted, NIH would reinstate covered grants and awards stopped between Jan 20, 2025 and the enactment date, unless the Director finds financial mismanagement, research fraud, or malfeasance. Reinstated awards would be treated as obligated funds. After a payee submits a payment request to an NIH official, NIH would have to disburse it as soon as possible and no later than 30 calendar days. Each reinstated or paid award would get a one-year budget-period extension starting on enactment.
