- Veterans and claimants would be told if the VA suspects their Disability Benefit Questionnaire or claim involves fraud. Final VA benefit decisions generally could not be reopened unless a related criminal conviction occurs.
- VA claims processors would have a formal process to flag suspected fraudulent activity and forward reports to investigatory bodies such as the Office of the Inspector General.
- The Inspector General would be able to use any inspector general authorities it deems necessary for investigations and the VA would conduct recurring audits of submitted questionnaire forms. The VA would also provide an annual report on these activities to the House and Senate Veterans' Affairs Committees.

New fraud checks for VA disability
If enacted, the bill would require the VA to look for and report fraud in disability benefit questionnaire (DBQ) forms no matter who sent them. The VA would create a way for claims processors to report suspected fraud, run regular audits of DBQs, and tell anyone who submitted a DBQ or claim if the VA suspects fraud. The VA Office of Inspector General would be allowed to use any inspector-general authorities it needs for those investigations. The VA generally could not reopen a final benefits decision just because the OIG investigated, unless someone is later convicted in court for fraud. The VA would send Congress a yearly report about these steps.
