S1462 — Fix Our Forests Act

S2903 — Safe Step Act
Creates a mandatory, transparent exceptions process for medication step therapy so patients and prescribers can quickly request coverage of a non-preferred drug when medically needed. The bill sets timelines, standard forms, and public notice rules to make exception requests faster and clearer. - Patients and prescribers would get a clear path to request exceptions, submit clinical rationale on a standard paper or electronic form, and designate a third-party advocate. Plans must respond within 72 hours for routine requests and within 24 hours for emergencies, and granted exceptions must remain covered for at least one year. - Group health plans and insurers would have to publish the process, forms, required supporting information, and contact details on plan materials and websites. The bill limits information requests to what is strictly necessary and stops pharmacy benefit managers or third-party administrators from withholding data needed for reporting. - Plans would report counts and outcomes of exception requests by circumstance, specialty, and condition starting not later than three years after enactment and each year thereafter by October 1. S2355 — Patients Deserve Price Tags Act
Price transparency is the core goal. This bill would require hospitals, labs, imaging centers, ambulatory surgical centers, and health plans to publish standardized, machine‑readable prices and give patients real‑time cost tools. - Patients and families would get a web-based self‑service price estimator, itemized bills within 30 days, and explanations of benefits within 45 days that list codes, out‑of‑pocket responsibility, and prior‑authorization rules. Collections could be limited if providers fail to provide required estimates or itemized bills. - Hospitals, clinical labs, imaging providers, and ambulatory surgical centers would have to post gross charges, discounted cash prices, payer‑specific negotiated charges, and de‑identified min/max negotiated rates in uniform, machine‑readable formats. Hospitals would start reporting by Jan 1, 2026, and smaller hospital penalty examples range from about $500,000 to $1,000,000 while other providers face daily penalties up to $300 for ongoing violations. - Employers, group health plans, and plan fiduciaries would gain broad access to claims, encounter, and payment data and quarterly disclosure of pricing and rebate information. Contracts could not include gag clauses and violations carry civil penalties (for example $10,000 per day and up to $100,000 per day for certain service‑provider disclosure failures).
S3339 — AI Workforce PREPARE Act
Measure and plan for AI's impact on the workforce. This bill creates a federal framework to collect better data, produce forecasts, and guide training, grants, and policy so workers and agencies can respond to AI-driven job shifts. - Workers: Requires WARN notices to say when AI was a substantial factor in mass layoffs, estimate the percent of jobs lost to AI, and describe upskilling actions. It also directs a study to design a Rapid AI Adjustment Assistance Program and sets a 300‑day deadline for Labor Department guidance on AI's role in layoffs. - State and local workforce agencies: Requires boards to consider published AI forecasts when updating in‑demand occupation lists and offers technical assistance. The bill authorizes $3.0 million for these supports for fiscal years 2026–2030. - Data, private sector, and federal capacity: Creates a voluntary private data‑sharing program with confidentiality protections and a public roster. It establishes an Artificial Intelligence Workforce Research Hub, allows up to 20 excepted‑service AI experts, and funds forecasting and prize competitions, including $18.0 million for forecasting and evaluation efforts. Authorizes roughly $53.5 million in program funds for fiscal years 2026–2030, which would increase federal spending over that period.
S1748 — Kids Online Safety Act
Protecting minors online is the core aim of the Kids Online Safety Act, which would make platforms that serve young users adopt a legal duty of care, add parental controls and safeguards, and force more transparency about recommendation algorithms. S3597 — National Quantum Initiative Reauthorization Act of 2026
Would reauthorize and expand the National Quantum Initiative to grow the U.S. quantum industry, workforce, and secure supply chains. It would broaden federal programs at NIST, NSF, and NASA, add research centers and workforce hubs, tighten research-security rules, and push international standards and supply-chain resilience. - Students, teachers, and workers would get new traineeships, fellowships, K–12 programs, internships, and a Quantum Reskilling, Education, and Workforce Hub that must include at least 4 institutions including 2 community colleges. - Researchers, universities, national labs, and small businesses would be eligible for expanded centers and grants, including up to 10 multidisciplinary NSF centers and competitive NIST Quantum Centers with grants capped at $18.0 million per center per year. - Supply chains and national security would get new attention through a two-year Commerce and Energy study, a three-year resilience plan, formal foreign-risk screening rules, and funding prohibitions for Confucius Institutes and specified foreign entities. Would authorize federal funding including up to $85.0 million per year for NIST (FY2026–FY2030), up to $25.0 million per year for NASA, and center grants capped at $18.0 million per center per year, increasing authorized federal expenditures over that period.
