No Budget, No Pay Act

Summary

Withhold congressional pay until Congress approves a budget resolution and passes all regular appropriations bills. This bill would suspend member pay each day after October 1 until both Houses approve the concurrent budget resolution for that fiscal year and all regular appropriations bills are enacted. It bars any retroactive pay and takes effect February 1, 2027.

  • Members of Congress: Members would stop receiving pay for each day after October 1 that the budget resolution or all regular appropriations bills are not in place. The Vice President is explicitly excluded.
  • Budget and Appropriations chairs: On October 1 each year the House and Senate Budget and Appropriations chairs must determine whether Congress is in compliance, decide which Senators or Representatives may not be paid, and certify the exact nonpayment period.
  • Senate Secretary and House Chief Administrative Officer: On October 1 each year they must request timely certification from the chairs and may not pay members during any certified nonpayment period.

No budget, no pay for Congress

If enacted, Members of Congress would not be paid for each day after October 1 when Congress has not approved a budget resolution and all regular appropriations for the upcoming fiscal year. Pay would resume only after both are approved. Those missed days could not be paid later, and Treasury could not use funds to pay them. Each October 1, budget and appropriations chairs would certify whether withholding applies and for how long. The Vice President would not be covered. The bill would take effect February 1, 2027.
