Priority U.S. aid for NATO's Eastern Flank

If enacted, the U.S. would give Eastern Flank allies first priority for security assistance. This would include Foreign Military Financing, training and equipment help under 10 U.S.C. 333, and transfers of excess U.S. gear. Allies would also get priority for joint exercises, interoperability training, logistics, and forward mobility planning. The Pentagon would prioritize war reserve stockpiles in these countries and could expand them as appropriate. These steps would apply upon enactment, after consulting NATO allies and consistent with law and operational needs.

Which allies count as Eastern Flank partners

The bill would define which NATO allies qualify as Eastern Flank partners. To qualify, a country must be near Russia, Belarus, or Ukraine, face ongoing threats, and host NATO forces. It must also commit to spend 5% of GDP on defense by 2035, with at least 3.5% for core needs and 1.5% for other security. The list would include Bulgaria, Estonia, Finland, Hungary, Latvia, Lithuania, Poland, Romania, and Slovakia. This definition would guide who gets priority aid under the bill, effective upon enactment.
