More water-bill help for ratepayers

If enacted, States would be able to use federal water capitalization grants to give more subsidies that help ratepayers keep wastewater and stormwater service. Each year, a State could use up to the greater of 50% of that year's federal capitalization grants or the State's 10-year annual average of certain excess State deposits for these subsidies. If there are enough eligible applications, a State would have to use at least 20% of that year's capitalization grants for additional subsidization. Loans from a State revolving fund with an interest rate of 0% or higher would not count as additional subsidization.
