This bill would direct the Secretary of Health and Human Services to revise 45 C.F.R. § 155.410(e) so the annual open enrollment period for plan year 2026 runs from November 1, 2025 to May 1, 2026.
- Families and individuals would get more time to enroll in or switch qualified health plans, with enrollment open from Nov. 1, 2025 through May 1, 2026.
- Exchanges and insurers would implement the longer enrollment window through a regulatory change rather than a new funding authorization.

If enacted, the 2026 health insurance marketplace open enrollment would run from November 1, 2025 through May 1, 2026. HHS would set these dates by updating its rules.
