Foreign Robocall Elimination Act

Up to $100,000 bond for voice providers

If enacted, some phone providers would need a bond up to $100,000 to file in the robocall database. The FCC would set the rules and decide when a bond is needed. It would exempt many established, regulated providers. New or lightly regulated providers would be more likely to post a bond. This would start after the FCC issues rules.

New taskforce on foreign robocalls

If enacted, the FCC would set up a taskforce on unlawful robocalls within 270 days. It would include federal and private members. The taskforce would report to Congress within 360 days after it starts. It would end 90 days after sending the report. Agencies could use existing funds to take part.

FCC robocall report every 3 years

If enacted, the FCC’s robocall report under the TRACED Act would be due once every three years. Today, the report is annual. This change would start upon enactment.

Public list of bad robocall providers

If enacted, call-tracing groups would get legal protection for sharing data on suspected illegal robocalls. Covered data would include call records, provider IDs, and contact details. The FCC or a registered group could publish a list of providers that refuse tracing or send many illegal robocalls. The FCC could take enforcement based on that list. These changes would take effect upon enactment.
