Summary
One-time lump-sum relocation payment authority for federal employees. This bill would let agencies pay a single lump-sum relocation payment to employees who relocate in the Government's interest, either instead of or in addition to existing relocation benefits.

- Agency leaders and payroll officials: Gives agency heads or their designees the authority to approve lump-sum payments and require disbursing officials to make those payments.
- General Services Administration and appeals: Directs the Administrator of General Services to write rules on timing, how to calculate lump sums, and the dispute process. The rules must include notice of appeal rights and reference the Civilian Board of Contract Appeals procedures.
