Summary
Stops cross-state shifts of transmission costs unless the affected state agrees. This bill would bar transmission providers that serve customers in two or more states from allocating the costs of a transmission facility to customers outside the state whose policy motivated the project.

State OK for cross-state power line costs
If enacted, power line companies that serve customers in more than one state would face new limits on who they can charge. They could not bill customers in other states for a project built to carry out a state or local policy. Out-of-state customers could be charged only if their state, or a designated state official, clearly agrees. The bill presumes only that state's residents cause and get the benefits from such projects. The Federal Energy Regulatory Commission would have six months after enactment to issue rules to put these limits in place.
