Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Grants for nurse-midwifery training

If enacted, the bill would create a Midwifery Expansion Program that gives grants to schools of nursing. It would authorize $20 million for fiscal years 2026 through 2030. Each year, half the money would go to direct student support. A quarter would go to expand nurse-midwifery programs and a quarter to increase clinical preceptors. Priority would go to schools that focus on students who plan to work in health professional shortage areas and that recruit from rural or disadvantaged communities.

Grants to expand midwifery schools

If enacted, the bill would create a Midwifery Schools and Programs grant to help institutions of higher education. It would authorize $15 million for fiscal years 2026 through 2030. Each year, half the money would go to student support. A quarter would go to start or expand programs and a quarter to increase qualified preceptors. Grants could not be used for midwifery programs that are inside a school of nursing, and priority would go to schools that recruit students from rural or disadvantaged communities and that target students who plan to work in health professional shortage areas.

Add midwifery to health definitions

If enacted, the bill would add "midwifery school or program" and midwifery degrees or certificates into several Public Health Service Act definitions. This would formally include midwifery programs in statutory lists used by federal health programs. The change is structural and would not itself provide funding.
