Grants for high-quality school tutoring
If enacted, this would create a competitive grant program to fund high-quality tutoring in hard-to-staff and high-need schools. The bill would authorize $500 million and require at least 85% of money go to direct student supports like tutor pay, transportation, meals, materials, and internet. Grants would fund recruiting, training, matching, and placing tutors and pay for small-group work, mentor support, and facilities. The bill would define tutoring standards (usually 1 tutor for up to 4 students or a state-approved ratio), require training, grade- and content-matching, alignment to local curriculum, and adequate pay. Applicants would have to show plans and assurances, including that tutoring supplements (does not replace) existing teachers or funds, and priority goes to consortia using postsecondary teacher-prep students or students at HBCUs and other minority-serving institutions.
National service awards for tutors
If enacted, this would require the Education Department to work with the Corporation for National and Community Service to let grant-funded tutor roles count as national service positions. The agreement would show how to submit proof of service and allow national service education awards to tutors after they complete service under the program.
