Budget office must count major actions
If enacted, the Congressional Budget Office would include the budget effects of certain judicial and executive actions in its baseline. CBO would, to the extent practicable, list actions it estimates will affect the budget by at least $50 billion over the current year, the budget year, and the nine years after. Any proposed executive action would be treated as final for deciding whether to list it. Inclusion must follow scorekeeping practices agreed with the Budget Committees unless the chairs direct otherwise.
Agencies must report implementation documents
If enacted, federal agencies would have to give the Director of the Congressional Budget Office a list of implementation documents within 10 days after an executive action takes effect. The list must describe written implementation materials, guidance for staff and outside parties, and other data the Director requests. This would apply to the executive actions the bill directs CBO to track and would help CBO analyze budget effects.
