This bill would direct the NASA Administrator to continue research on unmanned aircraft systems and advanced air mobility. NASA would work with the FAA, other federal agencies, and representatives of academia and industry. The research would include unmanned aircraft system traffic management and autonomous capabilities. The NASA Administrator would brief the House Science Committee and the Senate Commerce Committee within 18 months after enactment. The bill would define 'urban' and 'regional' air mobility and would require those aircraft to have a maximum takeoff weight greater than 1,320 pounds and to use advanced technologies like vertical takeoff or autonomous systems. It would adopt the federal definition of 'unmanned aircraft system' and define UTM as a traffic management service for drones.
