Summary

This bill would require a federal study of screen addiction among young men ages 12 to 25 to map mental, social, and developmental harms. The study would examine links between excessive screen use and depression, anxiety, suicidality, violent tendencies, social withdrawal, and effects on emotional development, impulse control, academic performance, and attention. It would analyze patterns of compulsive gaming, streaming, and social media and how they erode friendships, dating, and family communication. The Department of Health and Human Services would consult clinicians, addiction experts, human-computer interaction and gaming designers, community organizations, and school-based health centers. The Secretary must publish a report to Congress and online within 18 months that identifies which subgroups of young men are most affected.
