Introduced
Summary
Codifies the 2019 rule on Individual Coverage Health Reimbursement Arrangements (ICHRA) and other account-based group health plans into federal law. The bill, titled the ICHRA Permanency Act, gives the June 20, 2019 final rule (84 Fed. Permanent rules for employer health reimbursements
If enacted, this bill would make the June 20, 2019 HRA rule (84 Fed. Reg. 28888) part of federal law. Employers would be allowed to offer employer-funded HRAs under those 2019 rules. It would also lock in the rule's compliance and plan-design limits for employers and plan managers. You would be affected only if your employer offers an HRA. This also applies if you are enrolled in a related account-based group health plan. The change would take effect upon enactment.
