Defense housing mold control pilot
If enacted, the Secretary of Defense would start a pilot within 90 days to test moisture-detection and mold-mitigation technologies in "covered housing" (housing under subchapter II or IV of chapter 169, title 10). The pilot would pick 3 to 5 military installations, prioritizing sites with high climate-related mold risk. Each site would get advanced moisture sensors, noninvasive remediation tools (for example antimicrobial coatings or UV units), defined infrastructure upgrade plans (including HVAC or materials), staff training, and an on-site overseer. The department would make a strategic implementation and evaluation plan and brief Congress on that plan and any early findings. The pilot authority would end five years after enactment, and the Secretary would report results and cost-benefit recommendations to the congressional defense committees within 180 days after the pilot ends.
Uniform mold cleanup rules for Defense housing
If enacted, the Secretary of Defense would issue uniform mold remediation guidelines within 180 days, in coordination with the military departments. The guidelines would follow applicable municipal and State health and environmental rules and industry standards, including the IICRC S520 Standard for Professional Mold Remediation or a successor standard. The rules would apply to remediation contracts or task orders entered into on or after the issuance date and to remediation work done on or after that date. The Secretary would submit the guidelines and an implementation and monitoring plan to the congressional defense committees within 180 days after issuing the rules.
