- Families and local providers: Would target the first 1,000 days and up to 1-year postpartum with programs to prevent, recognize, and manage leading causes of maternal and perinatal death and would fund training for midwives, physicians, physician assistants, nurse practitioners, and community health workers.
- Foreign assistance and program rules: Would amend foreign aid law to attach the program to the Global Health Programs account, prohibit abortion and abortion-related services within supported activities, and set a minimum annual appropriation floor of $400 million through fiscal year 2030.
- Oversight and accountability: Would require biennial reports to Congress starting two years after enactment with quantitative measures such as trainings delivered, facility upgrades, revolving funds and co-investments, regional reach, and lives saved.

If enacted, the bill would create the Safe Passages Maternal and Child Health Program through fiscal year 2030.
