Grants for communities near land ports
If enacted, the bill would create a DHS grant program for community infrastructure near land ports of entry. DHS would award grants and may supplement other federal programs to help States, Tribes, local governments, and not-for-profit utilities. Eligible projects would include roads, water, wastewater, telecom, electric, gas, and other infrastructure within 25 miles of a port or directly supporting port modernization. Recipients would normally provide at least 30% of project costs. The Secretary could reduce or waive that match for rural areas (population ≤100,000) or for homeland security reasons. The bill would allow reimbursement for eligible costs spent on or after November 15, 2021. Reimbursements could cover up to 70% if requested within a reasonable time. The Secretary would issue guidance and consult DOT, Commerce, HUD, DOE, USDA, EPA, and other agencies when choosing projects. Funding would require annual appropriations; the bill authorizes "such sums as may be necessary" and lets funds remain available until expended.
