Sponsored By: Representative Rep. Pappas, Chris [D-NH-1]
In Committee
Summary
Ties veteran survivor benefit deadline to the official end of the Persian Gulf War. The Gulf War Survivor Benefits Update Act of 2025 would change Title 38 by replacing the fixed delimiting date of January 1, 2001 with a new date equal to ten years and one day after the Persian Gulf War ends, with that end date set by Presidential proclamation or by law. This change adjusts the timing that determines eligibility for certain Department of Veterans Affairs survivor benefits tied to Gulf War service.

More VA survivor benefit eligibility
If enacted, this bill would change the date used to decide who can get certain VA survivor benefits. It would replace the fixed cutoff of January 1, 2001. The new cutoff would be ten years and one day after the Persian Gulf War ends. That end date would be set by Presidential proclamation or by law. This would take effect upon enactment and could let more surviving spouses of Persian Gulf War veterans qualify.
