Creates a grant program to retrofit agricultural tractors with approved rollover protection structures (ROPS). The bill would pay most costs to buy, transport, and install certified ROPS on eligible tractors.

- Farmers and other agricultural producers could get grants covering 70% of eligible costs to purchase, transport, and install approved ROPS. If documented costs per tractor exceed $500 the grant share increases as the Secretary determines.
- Vocational schools, certain higher education programs, and secondary schools that teach agriculture can apply for the same grants to retrofit training tractors.
- The Secretary would competitively select one nongovernmental Program Administrator to identify eligible equipment, run the application process, maintain a public website, and operate a phone hotline.
*This bill would increase federal spending by $725,000 per year for fiscal years 2027 through 2031, split as $500,000 for grants, $125,000 for the website, and $100,000 for the hotline.*
