Summary
This bill would give the Secretary of the Navy a narrow authority to sign contracts and incur obligations in advance of appropriations for a Navy Flight Demonstration Squadron flight demonstration or training event near Pensacola, Florida. It creates an exception to several federal anti-deficiency and procurement rules in title 31 U.S.C., naming sections 1341, 1342, 1349, 1350, 1351, and subchapter II of chapter 15. The change is limited to that Pensacola event and the text does not set funding levels, a sunset, or reporting or oversight requirements.

Navy could pre-contract Pensacola show
This bill would let the Secretary of the Navy sign contracts and incur obligations before appropriations for a Navy flight demonstration or training event near Pensacola, Florida. If enacted, the Navy would act without regard to certain federal anti-deficit and procurement rules in 31 U.S.C. (sections 1341, 1342, 1349, 1350, 1351, and subchapter II of chapter 15). Businesses that contract for the event would be able to be hired or paid earlier than normally allowed. This would also expose taxpayers to obligations if Congress does not approve the funding.
