This bill would create a competitive, merit-reviewed NSF grant program to broaden participation in AI research, education, and workforce development. Colleges eligible would include schools not in the top 100 for Federal R&D (by the 3-year NCSES average), historically Black colleges and universities, minority-serving institutions, Tribal colleges and universities, eligible 501(c)(3) nonprofits, and consortia of those groups. Grants would fund research programs, faculty hiring and training, post-baccalaureate bridge programs, access to computing and data resources, workshops and public–private partnerships, and integration of ethical AI into education. The NSF Director would run the program, consult other federal agencies, conduct outreach to underserved communities, and ensure awards are not duplicative. The bill does not specify funding amounts.
