One-time interest payments for businesses
If enacted, businesses that received at least one prior Continued Dumping and Subsidy Offset Act (CDSOA) payment would be able to apply for a special, one-time distribution of interest collected on antidumping and countervailing duty deposits. The bill would change the baseline so interest from October 1, 2000 onward is eligible and would pool interest by specific duty order for pro rata payouts. To get a payment, you would have to have received a prior CDSOA distribution, file a timely certification set by U.S. Customs and Border Protection (CBP), and meet CDSOA eligibility when you file. CBP would publish a Federal Register notice about timing, use funds from the Treasury "Refund of Moneys Erroneously Received and Covered" account to pay, and must pay interest from on or after October 1, 2010 within 210 days of enactment and older interest within 210 days after that payment.
