New federal program for bridges

If enacted, the bill would require the Secretary to create a National Bridge Program for bridge replacement, rehabilitation, preservation, protection, and new construction. The program would get 5.47660865256628% of the remaining highway funds after certain other distributions. States would split that money 75% by each State's share of total bridge deck area and 25% by each State's share of deck area of bridges in poor condition. Those deck-area calculations would use the National Bridge Inventory as of December 31, 2024. States could, at their option, use the funds for bridges not on Federal-aid highways. The bill would also repeal the current Carbon Reduction Program and the PROTECT resilience program and reallocate their authorities and funding into the new bridge program.
