Summary

Creates an index-based frost and cold-weather crop insurance option. This bill would direct the Federal Crop Insurance Corporation to research and develop, or contract for development of, a nationally available index-based policy to insure listed crops against losses from frost or cold weather and to report results and recommendations to the House and Senate agriculture committees within one year.

  • Farmers and specialty crop growers: Would get a potential national insurance tool for losses from frost or cold events covering tomatoes, peppers, sugarcane, strawberries, melons, citrus, peaches, blueberries, and other crops. The policy must provide protection for at least production loss or revenue loss.
  • Federal Crop Insurance Corporation and researchers: Must carry out research and development, or enter contracts with qualified parties, to evaluate index-based risk tools for low-frequency and catastrophic loss weather events and submit a report to the agriculture committees within one year.

New frost insurance research for farmers

This bill would require the Federal Crop Insurance Corporation (FCIC) to carry out, or contract out, research to design a national index-based crop insurance product for losses from frost or cold weather. The research would cover crops such as tomatoes, peppers, sugarcane, strawberries, melons, citrus, peaches, and blueberries, and could include other crops. The R&D must evaluate index-based and other risk tools for low-frequency, catastrophic cold events and produce a policy that covers either production loss or revenue loss. The FCIC would have to submit results and recommendations to the House and Senate agriculture committees within 1 year of enactment. This funds research and a report now and would not immediately pay farmers.
