Summary
Permanently establish nationwide SNAP online purchasing. This bill would turn the SNAP online purchasing initiative into a permanent, nationwide program and require rules and guidance to complete the transition.

- Families using SNAP would be able to buy food online under a permanent national program, with required consumer protections and a focus on equitable access.
- State agencies, authorized retailers, and Electronic Benefit Transfer processors must take part in a formal stakeholder consultation and follow new regulations. The Secretary must begin the transition within 120 days and issue implementing rules and guidance within 2 years.
- The Secretary must use lessons from online operations during 2014 through 2025 in a formal consultation process and submit a report to the House and Senate agriculture committees within 120 days describing the consultation and recommendations.

Permanent online SNAP grocery access
If enacted, SNAP households would be able to buy groceries online with SNAP benefits nationwide on a permanent basis. The Agriculture Secretary would have to start the transition within 120 days of the law's effective date. The Secretary would need to issue regulations and guidance, including program integrity, consumer protections, and equitable access, within 2 years; completion of those regulations would mark the end of the transition. The Secretary would have to consult State agencies, authorized retailers, EBT processors, and consumer advocates using lessons from 2014–2025 and submit a report on that consultation to the House and Senate Agriculture Committees within 120 days. This would not change SNAP benefit amounts or eligibility.
