Summary
Automatic refunds for tariffs collected under emergency IEEPA authority. This bill would require U.S. Customs and Border Protection to liquidate or reliquidate entries and refund duties collected on or after January 1, 2025 without requiring importers to apply.

- Importers of record: Would receive refunds of tariffs or other duties imposed under the International Emergency Economic Powers Act for amounts collected on or after January 1, 2025. Refunds would be disbursed without any application or protest from the importer.
- U.S. Customs and Border Protection: Would have to liquidate or reliquidate those entries and use all available information to calculate and disburse refunds no later than 90 days after enactment notwithstanding section 514 of the Tariff Act of 1930 or any other law.
- Warehouse withdrawals: Expands the definition of "entry" to include withdrawals from warehouse for consumption, widening which transactions can be reliquidated and refunded.

Refunds of emergency tariffs for importers
This bill would require U.S. Customs and Border Protection to liquidate or reliquidate entries where tariffs or duties under the International Emergency Economic Powers Act were collected on or after January 1, 2025. CBP would have to refund those amounts to the importer of record and would not require importers to file any application or protest. The rule would treat a withdrawal from warehouse for consumption as an entry. CBP would have to complete liquidations, reliquidations, and refunds within 90 days after enactment.
