  • Members of the Retired Reserve: Under-60 reservists who qualify for a non-regular retirement but do not yet receive retired pay are described as eligible for TRICARE Retired Reserve, with a specific exception when non-receipt of pay is due to 38 U.S.C. 5304 or 5305.
  • Families: Family members of those qualifying reservists can access TRICARE coverage tied to the member's eligibility under this rule.
  • Implementation: The changes take effect 18 months after enactment to allow time for transition and implementation by the Department of Defense.

Changes to TRICARE for Reservists

This bill would change who in the Reserve and National Guard can get TRICARE before age 60. It would narrow one rule so under-60 members eligible for non-regular retired pay would not qualify for TRICARE unless they are receiving retired pay (or would be receiving it but for 38 U.S.C. 5304 or 5305). It would also add a rule that explicitly describes some under-60 Retired Reserve members as eligible if they are qualified for a non-regular retirement but are not yet receiving retired pay, except when non-receipt is because of 38 U.S.C. 5304 or 5305. The amendments would take effect 18 months after enactment. This means some households would lose TRICARE while other under-60 Reservists and their dependents would keep or be clarified as having coverage.
