Summary

Protecting children from unsafe or counterfeit car seats. This bill would require the Secretary of Transportation to run an education campaign about child restraint systems that do not meet Federal safety standards and to add guidance on spotting and avoiding noncompliant or counterfeit car seats and booster seats to federal highway safety messaging.

  • Families and caregivers would receive plain guidance on how to identify and avoid child restraint systems that do not meet Federal safety standards under 49 C.F.R. 571.213 and 571.213b.
  • State and local highway safety programs would be able to include public information and education activities about noncompliant or counterfeit child restraint systems in their Title 23 safety work.
  • The Department of Transportation would be required to begin the education campaign within 1 year and provide methods for identifying unsafe or counterfeit products.

Car seat safety campaign for parents

If enacted, the Department of Transportation would run a public education campaign about counterfeit or noncompliant child restraint systems. The campaign would start within one year of enactment. It would teach how to spot and avoid car seats and booster seats that do not meet Federal safety standards. Those standards are in 49 C.F.R. §§ 571.213 and 571.213b. Congress would authorize $1,500,000 for the campaign, available until spent. The bill would also let highway safety programs include this safety information immediately.
