New low-beam headlight brightness limit

This bill would require the Transportation Secretary (through NHTSA) to set a brightness cap for low-beam headlamps. The agency would have to issue a final rule not later than one year after enactment. The limit would be set in lumens or another photometric measure, as the Secretary decides. If enacted, vehicle and headlamp makers would need to meet the new cap. The change could reduce glare for drivers and other road users.
