Summary
Permits federal mineral leasing inside Carlsbad, New Mexico when the city consents. The bill would let the Secretary of the Interior lease mineral deposits on federal or acquired land within the city's boundaries even though the Mineral Leasing Act usually excludes incorporated places. Any lease must follow the Mineral Leasing Act, the Mineral Leasing Act for Acquired Lands, or other applicable federal mineral leasing laws. "Covered land" means U.S. owned land or acquired land located in Carlsbad.
