  • Applicants and families: If an application is flagged, the student would get written notice explaining the suspicion and that the application information will be sent to each institution the student listed. Flagged applicants would face additional identity verification steps under section 487(a)(15).
  • Institutions of higher education: Colleges and universities could not disburse federal aid to a flagged applicant unless they confirm identity in person or by live, synchronous audiovisual verification, notify the Department of Education that verification is complete, and keep a record of the check. The Secretary must issue guidelines for those verification procedures by October 1, 2026.
  • Department of Education and oversight: The Secretary would send notices to institutions when an application is flagged, provide a written description of the detection system by November 1, 2026, and submit an evaluation of the system’s use and effectiveness by October 1, 2027 and annually after that.

This bill would require the Department of Education to check every federal student aid application filed on or after October 1, 2026 for possible identity fraud. If an application is flagged, the Secretary would notify the applicant and each school the applicant listed and explain the basis for the flag. Schools could not disburse federal aid to a flagged applicant until the school confirms identity in person or by live, synchronous video, tells the Secretary the identity was verified, and keeps a verification record. The Secretary would issue institutional verification guidelines by October 1, 2026, provide a written description of the detection system to authorizing committees by November 1, 2026, and start annual evaluations of the system on October 1, 2027.
