DEATH BETS Act

Sponsored By: Representative Levin

Introduced

Summary

Bans event-based betting contracts that reference terrorism, assassination, war, or an individual’s death from being listed or cleared on registered trading platforms. The DEATH BETS Act would add a new subsection to the Commodity Exchange Act to prohibit a registered entity from listing for trading or accepting for clearing contracts based on an excluded commodity that involve, relate to, or reference those topics. The Commodity Futures Trading Commission would decide what activities qualify, and the bill relies on existing statutory definitions for “registered entity” and “excluded commodity.”

No trading of death-related contracts

If enacted, this bill would prohibit registered trading venues and clearinghouses from listing or clearing certain contracts. The ban would apply when a contract is based on an "excluded commodity" and references terrorism, assassination, war, or similar acts. It would also bar contracts that involve or closely track an individual's death, as the Commission defines. This would remove some niche and ethically troubling products from regulated markets. It would not directly change household taxes or benefits.
