School naloxone grants and training

This bill would create a competitive HHS grant program to give 1-year grants to eligible schools and school districts. Grants would pay to buy opioid overdose reversal drugs approved under federal law and to develop training on CPR, prevention, and emergency overdose response. The program would start no later than 90 days after enactment and give priority to cities or counties with high opioid-overdose rates. Grant winners would have a one-year grant and would need to report to HHS within one year after the grant ends about drug use, emergency plans, and education provided. Also, beginning within 90 days, any school receiving Federal funds would have to report any distribution of an overdose reversal drug to NEMSIS and to ODMAP. HHS, with the Education Department, would send a summary report to Congress within two years and annually after.
