Would expand U.S. coastwise documentation and endorsement rules to cover vessels transporting liquefied natural gas (LNG). It would create a statutory exception allowing a certificate of documentation for vessels carrying LNG while explicitly excluding ships tied to Russia or China.

- U.S. vessel owners and operators: would be able to seek a certificate of documentation and coastwise endorsements to transport LNG, widening which vessels can carry LNG under U.S. documentation.
- Vessels tied to Russia or China: ships owned in whole or in part by Russian or Chinese nationals or their governments, Russian- or Chinese-flagged vessels, or vessels with any Russian or Chinese crewmember would be excluded from the LNG exception.
- Coastwise endorsement rules: would be amended to add transporting LNG to the list of activities that qualify a vessel for a coastwise endorsement, changing who meets the endorsement criteria.

U.S. documentation for liquefied natural gas ships
This bill would let U.S. vessel owners get a U.S. certificate of documentation for ships that carry liquefied natural gas. It would add LNG transport to the coastwise endorsement rules so these ships could operate coastwise. It would exclude vessels partly or wholly owned by Russian or Chinese nationals or by their governments. It would also exclude Russian- or Chinese-flagged vessels. It would exclude vessels with any crewmember who is a Russian or Chinese national.
