Summary
Raises minimum broadband speed requirements for Community Connect grants. This bill would increase the program's baseline service-capacity tests by amending the Rural Electrification Act: it would replace the 10-Mbps benchmark with 25-Mbps and the 1-Mbps benchmark with 3-Mbps for Community Connect Grant Program projects. The new minimums would take effect six months after enactment.

Upload speeds would need to be at least 3 Mbps instead of 1 Mbps. The change would take effect six months after enactment. It would apply only to projects that receive Community Connect grants. Rural households and small businesses served by those projects could get faster service.
