Emergency grants for donor milk
If enacted, HHS would run a competitive grant program to help nonprofit donor milk banks expand emergency capacity. Grants could be awarded only after certain disaster or public health emergency declarations or when HHS finds demand requires more capacity. Eligible applicants must be nonprofit donor milk banks and show a rapid rise in demand or a shortage. The grants could pay for outreach, collection, storage, pasteurization, staffing, supplies, and safety equipment. The bill would authorize $3,000,000 for fiscal year 2026 and such sums as needed later.
WIC funding and awareness for donor milk
If enacted, the bill would direct HHS, through HRSA, to run a public awareness campaign about the benefits and safety of donor human milk. Educational materials would go to clinicians, expectant and new parents, WIC participants, and community groups. The bill would also let State WIC agencies use certain Child Nutrition Act funds to collect and store unprocessed donor milk and send it to nonprofit donor milk banks. These changes would take effect upon enactment.
Definitions and safety standards
If enacted, the bill would add clear definitions for donor human milk, donor milk-derived products, donor human milk banks, and nonprofit donor milk banks. The bill would require HHS to hold a public meeting within 180 days to help write safety standards. HHS would have to issue draft guidance on minimum safety steps within 18 months.
